2³â Àü, ±¹Á¦°Ç¼³¸ñ°ø³ë·ÃÀº ÇÏÁß±Ù µ¿ÁöÀÇ ºñ±ØÀû Á×À½¿¡ Å« Ãæ°Ý°ú ±íÀº ½½ÇÄ¿¡ È۽ο´½À´Ï´Ù. ÇÏÁß±Ù µ¿Áö´Â 2006³â 7¿ù 16ÀÏ Æ÷½ºÄÚ Á¡°Å ³ó¼ºÀ» ÁöÁöÇÏ´Â °¡µÎÁýȸ¿¡ µ¿·áÁ¶ÇÕ¿øµé°ú Âü¿© Çß´Ù°¡ °æÂûÀÌ Èֵθ¥ ¹æÆп¡ ¸Â¾Æ ÀÔ¿øÇÏ¿© 8¿ù1ÀÏ »ç¸ÁÇÏ¿´½À´Ï´Ù. ´ç½Ã, ¿ì¸®´Â Á¶ÇÕ¿øµéÀÇ ¿¬Á³ó¼ºÀÌ ³ëÁ¶ Æľ÷¿¡ ´ëÇÑ Æ÷½ºÄÚ ÃøÀÇ ¹æÇØ Ã¥µ¿À» ±ÔźÇϱâ À§ÇØ Ç÷£Æ®°Ç¼³³ëÁ¶ Æ÷Ç×ÁöºÎ°¡ Á¶Á÷ÇÑ ÇÕ¹ýÀûÀÎ Ç×ÀǽÃÀ§¿´´Ù´Â Á¡À» ÀÎÁ¤ÇÑ ¹Ù ÀÖ½À´Ï´Ù.

±× ÈÄ 2³âÀÌ Èê·¶À¸³ª ¾ÆÁ÷ ÇÏÁß±Ù µ¿Áö¿¡°Ô Á¤ÀǴ ã¾Æ¿ÀÁö ¾Ê¾Ò½À´Ï´Ù. ¿ì¸®´Â °Ç¼³»ê¾÷¿¬¸ÍÀÌ Áö³­ 2³â µ¿¾È °è¼ÓÇؼ­ Çѱ¹ Á¤ºÎ¸¦ »ó´ë·Î ÇÏÁß±Ù µ¿Áö¿¡ ´ëÇÑ Ã¥ÀÓÀ» ¿ä±¸ÇØ¿Â °ÍÀ» ¾Ë°í ÀÖ½À´Ï´Ù. ±×·¯³ª ÀÌ·¯ÇÑ ¿ä±¸´Â öÀúÈ÷ ¹«½ÃµÇ¾î ¿Ô½À´Ï´Ù. ÇÏÁß±Ù µ¿Áö°¡ ¾È½ÄÀ» ãÀ» ¼ö ÀÖ´Â À¯ÀÏÇÑ ±æÀº Çѱ¹ Á¤ºÎ°¡ ±×ÀÇ Á×À½À» µÑ·¯½Ñ ´ç½ÃÀÇ »óȲÀ» öÀúÇÏ°Ô, ±×¸®°í °øÁ¤ÇÏ°Ô ¼ö»çÇÏ´Â °ÍÀ̸ç, Ã¥ÀÓÀÚµéÀ» ¾öÁßÈ÷ ó¹úÇÏ´Â °ÍÀÔ´Ï´Ù. ´õ´õ¿í Áß¿äÇÑ °ÍÀº, Çѱ¹ Á¤ºÎ°¡ °Ç¼³³ëµ¿Àڵ鿡°Ô Çå¹ý¿¡ º¸ÀåµÈ ³ëµ¿3±ÇÀ» º¸ÀåÇÏ´Â °ÍÀÔ´Ï´Ù.

¿ì¸®´Â Çѱ¹ Á¤ºÎ°¡ ÇÏÁß±Ù µ¿ÁöÀÇ Á×À½À» ÇØ°áÇÏÁö ¾Ê°í Àִµ¥ ´ëÇØ ±íÀº ¿ì·Á¸¦ °®°í ÀÖ½À´Ï´Ù. ÇÑÆí, Áö³­ 2³â °£ Åõ¿ÁµÇ¾ú´ø ±èºÀÅÂ, ±è¸í¼±, Á¤Àº½Ä, ½ÉÁøº¸, Á¤½ÂÁ¾, ±èº´°É, ±Ç¿µ´ë µ¿Áö µî Ç÷£Æ®°Ç¼³³ëÁ¶ Æ÷Ç×ÁöºÎÀÇ Á¶ÇÕ¿ø ÀÏ°ö ¸íÀÌ ÃÖ±Ù ¼®¹æµÈ °ÍÀ» Áø½ÉÀ¸·Î ȯ¿µÇÕ´Ï´Ù. ÀÌµé µ¿ÁöµéÀÇ ¼®¹æÀÌ ¹Ý°¡¿î ÀÏÀÓÀº ºÐ¸íÇÏÁö¸¸, ¿ì¸®´Â ³ëÁ¶ÀÇ ±Ç¸®¸¦ Çà»çÇß´Ù´Â ÀÌÀ¯·Î Á¶ÇÕ¿øµéÀ» ±¸¼ÓÇÏ´Â ÀÏÀº Àý´ë·Î ¹ß»ýÇؼ­´Â ¾È µÈ´Ù°í ¹Ï½À´Ï´Ù. ¾ÆÁ÷µµ °¨¿Á¿¡ ÀÖ´Â ÀÌÁö°æ À§¿øÀåÀÇ Á¶¼ÓÇÑ ¼®¹æÀ» ´Ù½Ã Çѹø Ã˱¸ÇÕ´Ï´Ù.

¸¶Áö¸·À¸·Î, ¿ì¸®´Â Çѱ¹ Á¤ºÎ¿Í °Ç¼³ ȸ»çµé¿¡°Ô, ¿øûȸ»çµé°ú ÇÏûȸ»ç ¸ðµÎ¿¡°Ô, ³ëÁ¶Åº¾ÐÀ» ÁßÁöÇÒ °ÍÀ» ¿ä±¸ÇÕ´Ï´Ù. Áö±Ýµµ Æ÷½ºÄÚ´Â Ç÷£Æ®°Ç¼³³ëÁ¶ Æ÷Ç×ÁöºÎÀÇ È°µ¿À» ¸·À¸·Á´Â Ä¡¹ÐÇÑ ÀÛÀüÀ» ¼öÇàÇÏ°í ÀÖ½À´Ï´Ù. Æ÷½ºÄÚ¿¡¼­ ÀÏÀ» °è¼ÓÇÏ·Á¸é ³ëÁ¶¸¦ Å»ÅðÇϵµ·Ï Á¶ÇÕ¿øµé¿¡°Ô ¾Ð·ÂÀ» ³Ö°í ÀÖ½À´Ï´Ù.

¿ì¸®´Â »ï°¡ ÇÏÁß±Ù µ¿ÁöÀÇ ¸íº¹À» º÷´Ï´Ù. ¿ì¸® ±¹Á¦°Ç¼³¸ñ°ø³ë·ÃÀº ÇÏÁß±Ù µ¿ÁöÀÇ Á×À½¿¡ Ã¥ÀÓÀÌ ÀÖ´Â ÀÚµéÀÌ Áï°¢ ¹ýÀÇ ½ÉÆÇÀ» ¹ÞÀ» ¼ö ÀÖµµ·Ï Çѱ¹ Á¤ºÎ°¡ ³ª¼³ °ÍÀ» ¿ä±¸ÇÕ´Ï´Ù. ¶ÇÇÑ ¿ì¸® ±¹Á¦°Ç¼³¸ñ°ø³ë·ÃÀº °Ç¼³³ëµ¿ÀÚµéÀÌ ÀûÀýÇÑ ÀÓ±ÝÀ» º¸Àå¹Þ°í ¾ÈÀüÇÏ°í °Ç°­ÇÑ ³ëµ¿Á¶°ÇÀ» ´©¸± ¼ö ÀÖµµ·Ï, ±×¸®°í ±×µéÀÇ ³ëµ¿ÀÌ Á¸Áß¹ÞÀ» ¼ö ÀÖµµ·Ï ÅõÀïÀ» °è¼ÓÇÏ°í ÀÖ´Â Çѱ¹ÀÇ °Ç¼³»ê¾÷¿¬¸Í°ú °¡¸Í ³ëÁ¶µéÀ» °è¼ÓÇؼ­ ÁöÁöÇÏ°í Áö¿øÇÒ °ÍÀ» ¾à¼ÓÇÕ´Ï´Ù.

±¹Á¦°Ç¼³¸ñ°ø³ë·Ã ¾Æ½Ã¾ÆÅÂÆò¾ç ÁöºÎ ´ëÇ¥ ¾Ïºª À¯¼ø

Dear President Namkoong:

Two years ago the Building and Wood Workers International was deeply saddened and shocked by the tragic death of Ha Joong Keun who was severely beaten by the riot police with metal shields during a demonstration to support his fellow trade unionists conducting a sit down demonstration inside POSCO headquarters. At the time, we recognized the sit down demonstration to be a legitimate action conducted by the now Branch of Pohang Construction Plant Workers Union to protest POSCO's anti-union tactics that were hindering the union's negotiations during their 2006 strike.

Two years have gone by and still justice has not been served for Ha Joong Keun. For the past two years we understand that the KFCITU has consistently called on the South Korean government to take full responsibility for the death of Ha Joong Keun; however these calls have fallen on deaf ears. The only way for Ha Joong Keun to find peace is if the government launches a full and impartial investigation behind the circumstances leading to Ha's death, and seriously punish those responsible. More importantly, the government must ensure the right of construction workers to organize, strike, and negotiate.

While we are concerned about the failure of the South Korean government to resolve the death of Ha Joong Keun, we at the same time welcome the news of the release of the seven members of the Branch of Pohang Construction Plant Workers Union---Kim Bong Tae; Kim Myung Seun; Jung Eun Sik; Shim Jin Bo: Jung Seung Jong: Kim Byung Kyul; and Kwong Yong Dae---who were imprisoned for two years. Although we are clearly pleased with the release of these fellow trade unionists, we at the same time believe that no trade unionist should be jailed for merely exercising trade union rights.

Finally, we call on both the South Korean government and construction companies---both principal contractors and sub contractors---to stop repressing trade union rights as in the case of POSCO which is currently implementing a strategic plan to brake the Branch of Pohang Construction Plant Workers Union by forcing union members to disaffiliate in order to maintain employment at their facilities.
As we pay homage to Ha Joong Keun, the Building and Wood Workers International calls on the South Korean government to immediately bring justice for Ha Joong Keung. BWI also pledges our continuous support to the KFCITU and its affiliated unions in the struggle for improving the lives of construction workers to ensure a living wage, safe and healthy working conditions, and respect and dignity in the work place.
